The New Leash Law Windsor Gardens is a community for all, but maybe not so much for dogs. The WG Board of Directors passed restrictive rules for mutt management, backed by stiff threats, followed by stiffer penalties. But with lack of insight, the board failed to recognize the problems created in the wake of this new [policy]. Dogs, except for those aged enough to qualify for residence in WG, need space to run and play. Few of the WG residents still have the degree of strength and stamina to keep up with their capering canine while holding a six-foot leash and racing at warp speed down the sidewalk. The board has shown due diligence by protecting residents from injury and avoiding inevitable law suits. Now, it is time for the board to complete their responsibility by making reasonable provisions for dogs to get their necessary exercise, and they need to do it before the SPCA finds that the restrictive laws of WG constitute a form of animal cruelty. Here are two essential steps for the board to take: 1. Designate and fence a few spaces for dogs to play. Put poop stations in each location. Of course, the dog runs can't be so close to a building that the noise and smell disturbs residents, and should only be open during daylight. Fence the area off with wood painted white – like the tiny areas for dogs to relieve themselves that no one uses – only make the fence six feet tall. Some possible sites: Behind 9155 Center Avenue, along the wall by Alameda; a portion along the far fence behind Parking Lot 15, East Garden; behind 715 S. Clinton; along the back fence, beside the RVs; between 9340-9360 where the trees fell this winter. If none of these works, let’s find a few that do. 2. Offer dog training classes. These were offered before, but it's time to make them available again. And instead of fining a dog owner, give them an option of presenting a certificate showing the dog and owner completed a class that included walking a dog that follows the "heel" command. Most people, dog owners and non-owners, know the value a dog has to its master. It's not enough to simply allow owners to keep pets. If continued on page 6
