BLM APPROVES OBERON SOLAR PROJECT Project will create 750 union construction jobs and pro- duce enough solar energy to power 142,000 homes Jan. 13, 2022/PALM SPRINGS, Calif. – As part of the Biden-Harris administration’s efforts to achieve 100 per- cent carbon-free electricity by 2035 and meet the Energy Act of 2020 goal of permitting 25 gigawatts of renewable energy on public lands by 2025, the Bureau of Land Management has approved the Oberon Solar Project, which will generate up to 500 megawatts of renewable energy and have capacity for 200 megawatts of battery storage. The project will be built on approximately 2,600 acres of BLM-managed public lands near Desert Center in eastern Riverside County. The decision authorizes a right-of-way for Oberon Solar, LLC to construct, operate, maintain, and decommission a photovoltaic solar facility. The project will create 750 union construction jobs and eight permanent jobs. “The Oberon Solar Project is another example of how our public lands are playing a key role in contributing to the nation’s renewable energy portfolio. We’re grateful for the collaboration between Tribal governments, local commu- nities, state regulators, industry, and other federal agen- cies that is shaping responsible development on America’s public lands for the benefit of current and future genera- tions,” said BLM Director Tracy Stone-Manning. The Oberon Solar Project will be located within an area analyzed and identified as suitable for renewable energy development as part of BLM’s Desert Renewable Energy Conservation Plan Land Use Plan (DRECP) Amendment. Oberon Solar is one of three DRECP projects announced by the Interior Department in December 2021, which rep- resent the first to be approved. The Desert Renewable Energy Conservation Plan covers 10.8 million acres of public lands spanning the desert regions of seven California counties and is a landscape- level plan streamlining renewable energy development, while conserving unique and valuable desert ecosystems and providing outdoor recreation opportunities. Renewable energy — including solar, onshore and off- shore wind, geothermal, and wave and tidal energy proj- ects — will help communities across the country be part of the climate solution, while creating good-paying union jobs. “The Oberon Solar Project underscores the Biden Administration’s commitment to reaching carbon-free electricity by 2035,” said BLM California State Director Karen Mouritsen. “BLM California continues to make numerous contributions to the nation’s renewable energy portfolio, by identifying public lands with significant solar and wind energy potential and significant geothermal energy resources.” The Decision Record, Finding of No New Significant Impacts, Environmental Assessment, and associated documents are available on ePlanning at the Oberon Solar webpage at https://go.usa.gov/xfdH5. Resolution #475-21 A Resolution to Approve the Monitoring Agreement with Southern California Edison to provide monitoring services from October 2021 until January 2022 on the Deavers- Colorado River Substation No. 1 500 kV Transmission Line Rating Remediation Project. The Devers to Colorado River Project is a 111-mile, 500-kV transmission line that originates at the Devers substation near Palm Springs, California and terminates at the new 500/230 kV Colorado substation near Blythe, California. The project is sponsored by Southern California Edison. This project was originally proposed to run from Devers to the Palo Verde substation in Arizona (DPV2). It was scaled back and involves only the California project seg- ments at this time. There are two segments: First, the 111 mile Devers to Colorado River project and second, the 42 mile Devers to Valley substation (near Menifee, California) project. The new lines will increase transfer capability between eastern California, Arizona and Southern California and allow for increased integration of renewable energy sources. The project cost $860m when completed in May 2013. The foregoing resolution was duly approved on November 22, 2021, by a vote of 6 for 0 against and 0 abstaining. Resolution #476-21 A Resolution to Ratify a Monitoring Agreement with Applied EarthWorks, Inc. for the Crimson Solar Project. The Crimsons Solar Project is a 350-MW photovoltaic solar generation facility with battery storage, proposed on 2,500 acres of public lands, managed by the BLM in the Palm Springs-South Coast Field Office of the California Desert District. Project is in Riverside County, CA. The foregoing resolution was duly approved on November 22, 2021, by a vote of 5 for 0 against and 0 abstaining. Resolution #477-21 A Resolution to Approve a Monitoring Agreement with Dudek for the XpressWest Project. DesertXpress "XpressWest” - Las Vegas to Victorville The Federal Railroad Administration (FRA) is the lead federal agency for the environmental review of the DesertXpress High-Speed Passenger Train project, which was rebranded as the XpressWest project in 2012. The XpressWest project is proposed by DesertXpress Enterprises, LLC to provide reliable and safe passenger rail transportation along an approximate 200-mile corri- dor between Southern California (Victorville) and Las Vegas, Nevada, as an alternative to automobile or air trav- el. The project would use proven high-speed rail technol- ogy and be constructed as a grade-separated, dedicated passenger-only railroad predominantly in the median of or immediately alongside Interstate 15 (I-15), adding transportation capacity to the freeway corridor. Olam Spices is the world’s largest supplier of dehydrated onion, garlic, and capsicum. Tomatoes, purees, herbs, and spices – black pepper, white pepper, red pepper, chili pepper, cassia, ginger, nutmeg, turmeric, cumin, curry powder and coriander.
