HOMELAND SECURITY OFFICE According to the Centers for Disease Control, the Coronavirus Disease 2019 (COVID-19) is a respiratory illness that can spread from person to person. Coronavirus was first identified during an investigation into an outbreak in Wuhan, China. COVID-19 is spreading from person to person in parts of the United States. We are working with the Parker Indian Health Services and multiple CRIT Departments and agencies to educate our Health Care Facilities, First Responders, Tribal Departments, Tribal Enterprises and our CRIT Community with preventative measures that can be taken now. Evans Homeland Security Coordinator MARCH 13, 2020 COVID-19 COMMUNITY UPDATE The Colorado River Indian Tribes (CRIT) is taking all necessary precautions to pre- vent or minimize the spread of the Coronavirus Disease within our community. According to the Centers for Disease Control, the Coronavirus Disease 2019 (COVID-19) is a respiratory illness that can spread from person to person. This disease has spread by person to person contact among those known to be infected. It can also be contracted by touching a surface contaminated with the virus. Individuals can also take simple precautions to prevent or minimize the spread of this virus. We are working with the Parker Indian Health Services and multiple CRIT Departments and agencies to educate our Health Care Facilities, First Responders, Tribal Departments, Tribal Enterprises and our CRIT Community with preventative measures that can be taken now. Currently, the Colorado River Indian Tribes Reservation has no confirmed cases of COVID-19. Although it has not surfaced in our community, precautions are warrant- ed. The steps taken by the Tribes are as follows: 1. A Tribal employee travel ban is in effect. A directive was issued on March 11th to all tribal employees that any travel that is not an essential government function is banned until the coronavirus is contained; how ever, critical services to our membership will not be impacted. 2. Tribal Departments and Enterprises are mandated to disinfect all surfaces faces multiple times a day. Hand sanitizer shall be available in all departments and enterprises for use by employees and the public. Departments and enterprises must post the CDC handwashing guide in a location clearly visible to all who pass. 3. Tribal Council is directing aH employees to wash your hands according to CDC guidelines and to wash them frequently. 4. Tribal Council or its designees will continue to be in daily contact with all local health care providers and services to determine continued efforts needed to contain the Coronavirus. 5. Tribal Council will be working closely with our detention facilities and Children’s Residential Center to implement measures to prevent an out break in those high-risk environments. In the event there is an outbreak in our community the Tribal Council, through its Department of Health and Social Services, will implement the provisions of the Colorado River Indian Tribes Communicable Disease Prevention Code necessary to protect our vulnerable populations, which could include isolation and quarantine. We are certain that this community can prevent the spread of this virus. Tribal Council urges each of you to implement the recommendations of the Centers for Disease Control, including but not limited to, regular hand washing, disinfecting your home, limiting all non-essential travel, and avoiding crowds. Please continue to watch for signs of potential COVD-19 symptoms in yourself and your family, especially your elderly members. The symptoms include fever, cough, and shortness of breath. If you have these symptoms, please call your doctor immediately. You should seek emergency medical attention immediately if you have emergency warning signs, including but not limited to, difficulty breathing or shortness of breath, continuous pain or pressure in the chest, confusion or inability to awaken, or blue-color in lips or face. COLORADO RIVER INDIAN TRIBES Dennis Patch, Chairman TRIBAL COUNCIL ACTION RESOLUTION COLORADO RIVER TRIBAL COUNCIL A Resolution to Declare an Emergency Due to the Novel Coronavirus Outbreak Be it resolved by the Tribal Council of the Colorado River Indian Tribes of the Colorado River Indian Reservation, in special meeting assembled on March 13, 2020. WHEREAS , the Colorado River Indian Tribes (hereinafter “CRIT” or “Tribes”) is a federally recognized Indian Tribe, duly organized with a tribal governing body known as the Tribal Council according to the provisions contained in the Indian Reorganization Act of June 18, 1934; and WHEREAS , Article VI, Section 1(v) of the Constitution of the Colorado River Indian Tribes authorizes the Tribal Council to promulgate ordinances and resolutions pro- viding for the administration of the health, education and welfare of members of the tribes. WHEREAS , the World Health Organization declared a Public Health Emergency of International Concern on January 30, 2020; the United States Health and Human Services declared a Public Health Emergency related to the Coronavirus Disease 2019 (COVID-19) outbreak on January 31, 2020, the World Health Organization offi- cially declared a pandemic due to COVID-19 on March 11, 2020, and the United States declared a National Emergency on March 13, 2020; and WHEREAS , in order to ensure actions be taken to minimize the spread across the Colorado River Indian Reservation, and to ensure that CRIT is eligible for any national resources that become available for assistance, an Emergency must be declared; and NOW, THEREFORE, BE IT RESOLVED by the Tribal Council of the Colorado River Indian Tribes that the Colorado River Indian Tribes declares an Emergency on the Colorado River Indian Reservation due to the COVID-19; and BE IT FINALLY RESOLVED that the Tribal Council Chairman and Secretary, or their designated representatives, are hereby authorized and directed to execute any and all documents necessary to implement this action. The foregoing resolution was on March 13, 2020, duly approved by a vote of 6__ for, __0__ against and 0 abstaining, by the Tribal Council of the Colorado River Indian Tribes, pursuant to the authority vested in it by Sections 1.v. , Article VI of the Constitution and Bylaws of the Tribes, ratified by the Tribes on March 1, 1975, and approved by the Secretary of the Interior on May 29, 1975, pursuant to Section 16 of the Act of June 18, 1934, (46 Stat. 984).
