RESOLUTION #370-19 A Resolution to Approve the Programmatic Agreement Among the Bureau of Land Management, Arizona Tucson Field Office, the Arizona State Historic Preservation Officer, the California State Historic Preservation Officer, the Colorado River Indian Tribes, and the Advisory Council on Historic Preservation Regarding the Ten West Link Transmission Project Between Tonopah, La Paz County, Arizona and Blythe, Riverside County, California. The foregoing resolution was duly approved by a vote of 6 for, 0 against and 0 abstaining. CRIT takes steps to protect potential impacts to the Avii Ismalyk Kwakyuly Area on Southern Boundary BLM approving the Ten West Link Transmission Project On September 13, 2019 the Colorado River Indian Tribal Council took action to protect their historical properties and cultural resources although the project does not plan to cross the Colorado River Indian Reservation. The BLM Preferred Alternative Plan avoids the most significant impacts to sacred sites and cultural resources located in and near the Mule Mountains, but does come very close to the Colorado River Indian Tribes’ southern boundary, which the Tribes’ felt may have indirect impacts given the proximity of the proposed route. The tribes is a required signatory on the Programmatic Agreement for this reason and has carefully monitored the project and approves the agreement under the terms set forth in it. The tribes makes clear that the execution of the Programmatic Agreement by the tribes shall not be construed or represented by any person in any context as an endorsement of the Ten West Link Transmission Project. If the BLM approves a route other than the BLM Preferred Alternative at any time either now or in the future, the Colorado River Indian Tribes intend to exercise its rights to terminate the Programmatic Agreement pursuant to Section XVII, as the Colorado River Indian Tribes do not find that the agree- ment adequately addresses potential impacts to the Mule Mountains, the Colorado River Indian Reservation, and other sensitive cultural resources from other routes.
