A4 November 2021 • Community • www.lwca.com Electoral Process Timetable 2021 This sequence of events shall be furnished to all nominating committees and also published in the Leisure World Community Association’s newspaper in September, October and November. The following format, to be used for 2021, shall be updated and used in subsequent years. a. On or before Wednesday, September 8, 2021 Appointment of three (3)-member Nominating Committee by each District Council. b.On or before Friday, October 1 Nominating Committees report to District Chairman, followed by immediate report by Chairman to the residents. c. On or before, no later than Friday, October 15 Valid petitions for candidacy must be in the hands of District Chairman. d. Monday, October 18 “White Ballot”: Should there be but one candidate for each position on the council, those candidates shall be declared by the District Council as elected to the respective office by “White Ballot.” Therefore, since there are no write- in candidates allowed, no ballots will be provided to the residents of that district. All Districts submit final candidate list to management for preparation of ballots, by three (3:00) p.m. (MST) e. No later than Wednesday, October 27 Ballots will be emailed to all residents with email address’ and mailed to residents with no email. f. Monday, October 19 to Friday, October 30 If there are multiple candidates for District Council office, the District Chairman will schedule a meeting to introduce the candidates. Each candidate will be allowed to speak on their qualifications and goals for the office they seek and respond to any questions for those in attendance. The District Chairman will appoint a District resident who is not a candidate for office as the meeting facilitator and will ensure that timely notice of the time and place of the meeting is provided to all District residents. The notice for this meeting will be sent to the residents via eblast in the voting districts and placed in the District official message tubes/mailboxes to residents without email address’ at least four (4) days prior to the meeting in all Districts having elections. g.Tuesday, November 16 - Election Day The acceptance of ballots will terminate at five (5:00) p.m. (MST). h.Wednesday, November 17 Counting of the ballots shall commence at eight (8:00) a.m. (MST) and continue until completion of all applicable districts. ELECTIONS ARE IN DISTRICTS 1, 3 ,5 AND 7 THIS YEAR. Breaking Down the Election Process During this election season, many new and long- time residents may be wondering how the process works here at Leisure World. To help you better understand the election process, here are a few frequently asked questions. What is the role of the District Council? The Councils must manage operations of the Districts and keep the Board of Directors informed of any problems or suggestions to improve the living conditions and social life of the Leisure World community. How does the District Council differ from the Board of Directors? The District Council focuses on their respective Districts., whereas the Board of Directors makes decisions related to the entire community, like repairs, the annual operating budget, rules and regulations, etc. How is the District Council governed? The District Council is made up of three voting members. The District Chair presides at all meetings and is the Council’s representative on the Leisure World Board of Directors. The Vice Chair steps in for the Chair when needed. Then, there’s a Secretary/Treasurer. The Secretary is responsible for the meeting minutes and the Treasurer accounts for Council funds, receipts and disbursements. One person can maintain the duties of these two positions or they can be divided among two individuals. However, if split in two, only one of thesemembers is a votingmember designated by the Council. How long do District members serve? District members can serve up to seven years. Which Districts are up for election? Each District has an election every other year. Elections for Districts 4, 6 and 8 are held in even numbered years. The next election in these Districts will be in 2020. Districts 1, 3, 5 and 7 are held in odd numbered years, so their election was in November 2019. How are District Council candidates nominated? During their election year in September, the presiding District Council appoints three members (i.e. an owner/resident from the District) for the Nominating Committee. The Committee asks manor owners to express their interest and interviews prospective nominees. The Committee then recommends two or more candidates for each Council position. Who is allowed to vote? Each manor is allowed one voting member. If there are two owners, then only one person votes in the election. Owners will receive a ballot in the mail at least 20 days prior to the election. When is the voting deadline? Electronic or paper ballots must be received by Leisure World no later than 5 p.m. on Election Day, Tuesday, November 17, 2020.
